    In 1915, the new Mint Director, Robert W. Woolley, believed he was required by law to replace coin designs that had been in use for 25 years. He therefore began the replacement of all Barber coinage: dimes, quarters, and half dollars, all of which began in 1892. Woolley had the Commission of Fine Arts hold a competition for the new designs. The commission chose Weinman’s designs for the dime and half dollar.
