This is an early hand-made one of a kind tool...1700's to 1800's...a set of 8 inch steel tweezer tongs with decorative handle.  Very cool early hand-forged steel....early tools are art pieces!  Still works fine.  Someone thought so much of this piece that they repaired one leg with a braze weld...see pics....very good work.   At the very end of one leg there is a micro split but it is stable and this set could be put back into light normal usage if you like...or a great museum quality display piece for an Americana tool collection.
