Vintage Tools Unbranded, 5" Pocket Rule, 16ths, 8ths, Leather Pouch, Steel, USA  Leather pouch is in well worn condition.  Rule is in fair condition, the back side is blank.  There are no manufacturer markings on rule or pouch.  Photos will give you a good
of the condition.  I would judge the age as anywhere from the 1950's to the 1970's.
