I do not know what this is for?  My best guess is maybe it went on a machine in the old factory to prevent accidents?
extreamly rare and scarce I have never came accross one!
It Measures 2 1/2" x 1 1/8"
Need I say More Its Unused. (see pictures)
I am unsure of its exact age but it is very old.
